On June 10, 2008, in Washington, DC, the Postal Service™ will issue a 42-cent, Love: All Heart com­memorative stamp in one design in a pressure-sensitive adhesive (PSA) convertible booklet of 20 stamps (Item 677800). The stamp, designed by Ethel Kessler of Bethesda, Maryland, goes on sale nationwide June 10, 2008.

Illustrator Paul Zwolak of Victoria, British Columbia, Canada, created the design for the 2008 Love series stamps. Entitled All Heart, the design focuses on a large, bright red heart that is transporting its owner to an unseen beloved who will be gifted with this heart full of love.

How to Order First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, or at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 11, 2008.

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation.

Philatelic Products

There are three philatelic products available for this stamp issue:

  • Item 677861, *First Day Cover, $.80

  • Item 677865, *Digital Color Postmark, $1.50

  • Item 677899, *Cancellation Keepsake (DCP cover/pane), $9.90

Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.

Distribution: Item 677800, $8.40 Love: All Heart, PSA Convertible Booklet of 20

Stamp distribution offices (SDOs) will receive approximately 50 percent of their standard automatic distribution quantity for a PSA booklet. Distributions are rounded up to nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices of one-half their standard automatic distribution quantity for booklets using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute these booklets to Post Offices before June 4, 2008.

Additional Supply

Post Offices requiring additional Item 677800 must req­uisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17.

For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each 1,200,000 additional booklets. The Denver APD will receive 400,000 additional booklets.
