Note: The Bureau of Engraving and Printing (BEP) printed the stamps and Sennett Security (SSP) / Unique Binders processed the rolls of 3K and 10K for plate #1111, hence the SSP back number spacing of 10.  Coil labels exist showing BEP production and joint BEP/SSP production.
Distribution:
Post offices requiring these stamps must order them from their SDO or SDN or directly from the BEP, as applicable. SDOs and SDNs with authorized philatelic centers must provide distribution of these coils (except the 10,000) to each philatelic center. Offices desiring the coil of 10,000 must order them.
