Official Announcement The Postal Service will issue a 23-cent George Washington definitive stamp in self-adhesive coils of 100 (Item Number 772000). The stamp, designed and illustrated by Richard Sheaff of Scottsdale, Arizona, goes on sale nationwide September 21, 2001. The stamp has the same design and format as the George Washington definitive stamp issued on February 22, 2001, but has a change in background color and denomination.
The stamp art is based on a black-and-white photograph of a bust of George Washington by Jean-Antoine Houdon. The bust - which is signed and dated 1785 - is on display at George Washington's Mount Vernon estate in Virginia.
Varieties  

Distribution: Item 772000, 23-Cent (2nd Ounce Rate) George Washington PSA Coil of 100

Stamp distribution offices (SDOs) will receive three automatic distributions of Item 772000. Shipments in wave 1 begin August 28, 2001, and complete September 10, 2001. Shipments in wave 2 begin September 17, 2001, and complete September 28, 2001. Shipments in wave 3 begin October 1, 2001, and complete October 8, 2001. Distributions are rounded up to the nearest master carton size (800 coils).

Initial Supply to Post Offices
Post Offices requiring quantities of Item 772000 must order them from their designated SDO using a separate PS Form 17. SDOs must not distribute stamps to Post Offices before September 13, 2001.

Philatelic Requirement
Authorized philatelic centers requiring the 23-cent, George Washington PSA coil of 100 must order Item 772000 from their designated SDO using PS Form 17.

Additional Supply
Post Offices requiring additional stamps must requisition them from their designated SDO using PS Form 17.

There will be no additional coils available at accountable paper depositories (APDs) for fulfilling supplemental orders from SDOs.
