Official Announcement The Postal Service will issue a 20-cent Blue Jay stamp on August 2, 1996, in St. Louis, Missouri, in conjunction with AMERICOVER ’96.

The stamp has the same design as the one issued on June 15, 1995, but will be issued in self-adhesive formats as a convertible booklet of 10 (Item 6634) and a coil of 100 (Item 7930). The booklet and coil go on sale nationwide August 3.

Note The vending booklet differs from the convertible booklet in that it has a glue strip at the top edge of the top pane, the peelable strip has been removed and the rouletting line is 2mm lower than on the convertible booklet when the panes are compared with the bottoms aligned.  Plate S2222 has 8-1/2 scoring.  Both plate S1111 and the convertible booklets have 12-1/2 scoring.

 

Distribution for Blue Jay Stamp

Distribution of Booklet of 10 Self-Adhesive Definitive Stamps, Item 6634

All stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive two automatic distributions of half their standard distribution quantities for self-adhesive booklets, rounded to the nearest master carton size (4,500 booklets). The first distribution will be completed by July 2, 1996. From the first distribution, SDOs and SDNs will make subsequent automatic distribution to post offices using Form 3309, Advice of Shipment/Stamp Invoice, and Form 17 , Stamp Requisition, respectively .

SDOs and SDNs must not distribute stamps to post offices before July 26, 1996. The second distribution is scheduled to start July 3, 1996, and will be completed July 30. The accountable paper depositories (APDs) will have 1,089,000 booklets as back-up quantities. The Kansas City SDN will receive 1,093,500 booklets for filling supplemental orders. Distribution to APDs and the Kansas City SDN is scheduled to begin July 31 and will be completed by September 16.

Philatelic Requirements

SDOs with authorized philatelic centers will receive their standard automatic distribution of this stamp booklet for subsequent distribution to each philatelic center.

Additional Supply

Post offices requiring additional booklets must requisition them from their designated SDO, using a separate Form 17, Stamp Requisition, or designated SDN, using a separate Form 17-S, Stamp Distribution Network Stamp Requisition. SDOs requiring additional stamps must order them from their designated APD, using a separate Form 17.
