Official Announcement The Postal Service will issue a 32-cent Madonna and Child stamp, in a pane of 50 (Item 5583) and a self-adhesive convertible booklet of 20 (Item 6646), on November 1, 1996, in Richmond, Virginia. The stamp goes on sale nationwide November 2.

Designed by Richard Sheaff of Norwood, Massachusetts, the stamp features the Madonna and Child, a detail from the painting The Adoration of the Shepherds (circa 1712). Considered one of Paolo de Matteis’ masterpieces, the painting typifies the late Baroque or early Rococo style of Naples.

Distribution of Convertible Booklet of 20 Self-Adhesive Stamps

Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive a standard automatic distribution for the peel-and-stick convertible booklet, rounded to the nearest master carton size (4,500 stamps).

SDOs and SDNs will make subsequent automatic distributions to post offices using Form 3309, Advice of Shipment/Stamp Invoice, and Form 17, Stamp Requisition. SDOs and SDNs must not distribute stamps to post offices before October 24, 1996.

Philatelic Requirement

SDOs and SDNs with authorized philatelic centers will receive their standard philatelic quantity for a peel-and-stick convertible booklet.

Additional Supply

Post offices requiring additional stamps must requisition them from their designated SDO, using a separate Form 17, or designated SDN, using a separate Form 17-S. SDOs requiring additional stamps must order them from their APD, using a separate Form 17.

All accountable paper depositories (APDs) and the Kansas City SDN will receive 360,000 stamp booklets for filling supplemental orders.
