Official Announcement | The Postal Service will
issue a 32-cent Yellow Rose stamp, in a self-adhesive convertible booklet of 20 (Item
6682), on October 29, 1996, in Pasadena, California. The booklet goes on sale nationwide
October 30. Designed by Gyo Fujikawa of New York, New York, the stamp has the same design as the Pink Rose stamp issued on June 2, 1995, but will be issued in a different color, yellow instead of pink. |

Distribution for Yellow Rose Stamp
Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive three distributions of this convertible booklet of 20 self-adhesive stamps. The first distribution of approximately one-fourth the standard automatic distribution quantities for a 20-stamp booklet, rounded up to the nearest master carton size (4,500 booklets), will be completed by September 17, 1996. The second and third distributions will be approximately one-half the standard automatic distribution quantities for a 20-stamp booklet, rounded up to the nearest master carton size (4,500 booklets).
These distributions will be completed by January 15, 1997, and May 26, 1997, respectively. SDOs and SDNs will make an initial automatic distribution to post offices for one-fourth of their standard distribution quantities using Form 3309, Advice of Shipment/Stamp Invoice, and Form 17, Stamp Requisition. SDOs and SDNs must not distribute stamps to post offices before October 18, 1996.
Philatelic Requirement
SDOs and SDNs with authorized philatelic centers will receive their standard philatelic quantity for a self-adhesive convertible booklet.
Additional Supply
Post offices requiring additional stamp booklets must requisition them from their designated SDO on a separate Form 17, Stamp Requisition, or designated SDN, using a separate Form 17-S, Stamp Distribution Network Stamp Requisition.
Back-Up Supply
All accountable paper depositories (APDs) and the Kansas City SDN will receive 1,408,500 booklets as back-up quantities. SDOs requiring additional stamp booklets must order them from the appropriate APD, using a separate Form 17. These back-up quantities, however, will not be in place until July 1997. Note:SDOs and SDNs please keep in mind that, even though the 32-cent Yellow Rose convertible booklet is a 1997 program stamp, automatic distribution quantities are based on the April 29, 1996, update.
