Official Announcement | The Postal Service will
issue a 32-cent Love Swans stamp (Item 6680), in a self-adhesive convertible booklet of
20, and a two-ounce rate 55-cent Love Swans stamp (Item 6681), in a self-adhesive
convertible booklet of 20, on February 4, 1997, in Los Angeles, California. The stamps go
on sale nationwide the same day. Designed by Marvin Mattelson of Great Neck, New York, the stamps feature two swans facing each other, creating the shape of a heart. |

Distribution
All stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive two automatic distributions of half their standard quantities for convertible self-adhesive booklets, rounded to the nearest master carton size (4,500 booklets) for the 32-cent Love stamp (Item 6680) and one automatic distribution of half their standard quantities for convertible self-adhesive booklets, rounded to the nearest master carton size (4,500 booklets) for the 55-cent Love stamp (Item 6681). The first distributions for Items 6680 and 6681 were scheduled to be completed by December 9, 1996.
The second distribution for Item 6680 is scheduled to be completed by March 24. SDOs and SDNs will make subsequent automatic distribution to post offices using Form 3309, Advice of Shipment/Stamp Invoice, and Form 17 , Stamp Requisition, respectively. SDOs and SDNs must not distribute stamps to post offices before January 28, 1997.
The Washington, D.C.; Memphis, Tennessee; Chicago, Illinois; Denver, Colorado; and San Francisco, California accountable paper depositories (APDs) will receive 1,107,000 booklets of the 32-cent Love Swan stamp (Item 6680) and the New York, New York APD and Kansas City SDN will receive 1,111,500 booklets of the 32-cent Love Swan stamp for filling supplemental orders. All APDs and the Kansas City SDN will receive 738,000 booklets of the 55-cent Love Swan stamp (Item 6681) for filling supplemental orders.
Philatelic Requirements
SDOs with authorized philatelic centers must provide subsequent distribution of these stamp booklets to each philatelic center from their initial automatic distribution.
Additional Supply
Post offices requiring additional booklets must requisition them from their designated SDO, using a separate Form 17, Stamp Requisition, or designated SDN, using a separate Form 17-S, Stamp Distribution Network Stamp Requisition. SDOs requiring additional stamp booklets must order them from their designated APD, using a separate Form 17.
