Official Announcement The Postal Service will issue a 33-cent “H” stamp (Uncle Sam’s Hat) Item Nos. 1086, 5540, 6606, 6607, 6608, 7987, 7988, 7989, and 7990, and a 1-cent make-up rate (Weather-vane Rooster) Item No. 1087, on November 9, 1998, in Washington, DC.

These stamps support the new postage rate, effective January 10, 1999. No official ceremony will be planned. The “H” stamp was designed by Phil Jordan of Falls Church, VA, and illustrated by Tom Engemen of Washington, DC.

The 1-cent make-up rate stamp was designed and illustrated by Phil Jordan. Both stamps go on sale nationwide November 9, 1998.

Distribution Distribution of “H” Prime Rate, Item No. 6606, Convertible Booklet of 20 Self-Adhesive Stamps; Item No. 6607, Convertible Booklet of 10 Self-Adhesive Stamps; and Item No. 6608, Folded Booklet of 20 Self-Adhesive Stamps

“H” Prime Rate Booklets, Item Nos. 6606 and 6607 will be shipped to SDOs in two half-distributions. The first shipment began September 28, 1998, and the second will begin November 9, 1998. SDOs and SDNs must not distribute stamps to post offices before November 2, 1998.

Initial Supply for Post Offices

Post offices requiring additional Item Nos. 6606 and 6607 booklets must requisition them from their designated SDO or SDN using PS Form 17 . For Item No. 6608, SDOs and SDNs and authorized CAG A–G post offices requiring additional self-adhesive booklets of 20 stamps may submit PS Forms 3356, Stamp Requisition — Bulk Quantities, to the Bureau of Engraving and Printing (BEP). Requisitions must be submitted in the standard ordering quantities in multiples of 4,500 books to a maximum of 270,000 books per requisition.

Additional Supply

SDOs requiring additional stamps must order them from the appropriate prepositioning site using PS Form 17.

Philatelic Requirement

Philatelic centers requiring these coils must order them from their designated SDO or SDN using PS Form 17.
