Official Announcement | The Postal Service will
issue a 20-cent, Ring-Necked Pheasant Commemorative Stamp, July 31, 1998, in Somerset, NJ.
The stamp will be issued in a self-adhesive format as a convertible booklet of 10 (Item
6619) and a coil of 100 (Item No. 7761). The stamp was designed by Terry McCaffrey of the U.S. Postal Service, and illustrated by Robert Giusti of New Milford, CT, and goes on sale nationwide August 1. |

Distribution of Booklet of 10 Self-Adhesive Definitive Stamps, Item 6619
Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive two automatic distributions for convertible self-adhesive booklets, rounded to the nearest master carton size (4,500 booklets). The first distribution of one-sixth the standard quantities will be completed by July 22, 1998. A second distribution of one-quarter the standard quantities will be shipped September 2123, 1998.
Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will not use Form 3309, Advice of Shipment/Stamp Invoice, to make subsequent distribution to post offices for these self-adhesive booklets, as is the usual practice for definitive stamp issues. To obtain an initial supply of this stamp, all post offices that requisition from SDOs must immediately submit a separate Form 17, Stamp Requisition, to their designated SDO. Post offices under the SDN concept must follow their normal procedures for acquiring supplies of this stamp. SDOs and SDNs must not distribute stamps to post offices before July 22, 1998.
Additional Supply
Post offices requiring additional stamps must requisition them from their designated SDO or SDN, using a separate Form 17, Stamp Requisition. SDOs requiring additional stamps must order them from their accountable paper depositories (APDs), using a separate Form 17.
The New York, NY; Washington, DC; and Chicago, IL; APDs; and the Dulles, VA and Kansas City, MO; SDNs will receive 1,030,500 stamp booklets for filling supplemental orders. APDs in Memphis, TN; Denver, CO; and San Francisco, CA, will receive 1,026,000 booklets.
Philatelic Requirement
SDOs and SDNs with authorized philatelic centers must provide subsequent distribution of these convertible self-adhesive booklets to each philatelic center from their initial automatic distribution.
