Official Announcement The Postal Service will issue a 33-cent City Flag Definitive Stamp (Item Number 100700) on February 25, 1999, in Orlando, FL. The stamps were illustrated and designed by Richard Sheaff of Scottsdale, AZ. The stamp goes on sale nationwide February 26, 1999.
Varieties Horizontal die cuts can start with either a peak or a valley at the junction of the vertical die cut.

Distribution: 33-Cent City Flag Definitive Stamp, PSA Convertible Booklet of 20, Item Number 661600

SDOs and SDNs will receive three waves of distribution for this PSA definitive booklet. The first wave shipment, which was completed on January 26, 1999, was approximately one-fourth the standard automatic distribution quantity for a PSA booklet. The second wave shipment, which will be completed by April 21, 1999, is also approximately one-fourth the standard automatic distribution quantity for a PSA booklet. The third wave shipment, which will be completed by June 8, 1999, is approximately one-sixth the standard automatic distribution quantity for a PSA booklet. Distributions are rounded up to the nearest master carton size (4,500 booklets).

Initial Supply for Post Offices

After the first wave of distribution, SDOs and SDNs will make a subsequent automatic distribution to post offices for one-fourth their standard automatic distribution quantity using PS Form 3309 and PS Form 17. SDOs and SDNs must not distribute booklets to post offices before February 18, 1999.

Additional Supply

Post offices requiring additional quantities of Item Number 661600 must requisition them from their designated SDO or SDN using a PS Form 17 . SDOs requiring additional stamps must order them from the appropriate APD, using a PS Form 17.

The first wave of distribution will include back-up quantities to each APD for filling supplemental orders. The Denver APD will receive 153,000 additional booklets, with all other APDs receiving 369,000 additional booklets. The second wave of distribution will also include back-up quantities to each APD for filling supplemental orders. The Denver APD will receive 166,500 additional booklets, with all other APDs receiving 526,00 additional booklets. No back-up quantities to APDs are included in the third wave.

Philatelic Requirement

SDOs and SDNs with authorized philatelic centers must provide subsequent distribution of these booklets to each philatelic center from the first wave of automatic distribution.
