Official Announcement The Postal Service will issue four 33-cent Tropical Flowers Commemorative Stamps (Item Number 662700) in a pressure-sensitive adhesive (PSA) book of 20 on May 1, 1999, in Honolulu, HI. The stamps, designed by Carl Herrman of Laguna Niguel, CA, and illustrated by Steven Buchanan, Winsted, CT, goes on sale nationwide on May 3, 1999.

Tropical flowers offer American gardeners and flower enthusiasts a treasure trove of color, size, and form. Species that are honored grow in Hawaii, the southern part of Florida, and southern California. Four species are shown in the stamp art — the bird of paradise, the royal poinciana, the gloriosa lily, and the Chinese hibiscus convey the drama of a bouquet of tropical flowers.

Varieties Horizontal die cuts on the front side of the pane with the plate number can start with either a peak or a valley at the junction of the vertical die cut. Plate numbers with a * have both. The others are identified as either P/V (Peak to Valley) or V/P (Valley to Peak).
All die cuts on the 12 stamp side (the back) are Peak/Valley.

Distribution:

All stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive four partial distributions of their standard quantities for commemorative self-adhesive booklets, rounded to the nearest master carton size (3,500 booklets).

All SDOs and SDNs received a one-half distribution of booklets February 22–March 31. Additionally, three partial distributions equaling a one-half distribution will be shipped August 16–18; September 13–15, and November 29– December 29.

SDOs and SDNs will make a one-half automatic distribution to post offices using PS Form 3309, Advice of Shipment/ Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs and SDNs must not distribute stamps to post offices before April 21, 1999.

Philatelic Requirement

SDOs and SDNs with authorized philatelic centers must provide subsequent distribution of these stamp booklets to each philatelic center from their automatic distribution.

Additional Supply

Post offices requiring additional stamps must requisition them from their designated SDO or SDN using a separate PS Form 17. SDOs requiring additional stamp booklets may not order them from their designated accountable paper depositories (APD) or SDN. There will be no additional quantities available at APDs or SDNs.
