Official Announcement | Since 1966, with the issuance of a 5-cent Madonna and Child stamp by Hans Memling, these traditional Christmas stamps have attracted a devoted following. This years design is based on a detail of Venetian artist Bartolomeo Vivarinis Madonna and Child masterpiece, circa 1475. This tempera-on-wood-panel painting is considered one of his more important works. |

Distribution:
Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive an approximate full automatic distribution for the 20-stamps-per-booklet issue. Distributions are rounded up to the nearest master carton size (4,500 booklets).
Initial Supply to Post Offices
SDOs and SDNs will make a subsequent automatic distribu-tion to post offices for three-quarters of their standard automatic distribution quantities using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs and SDNs must not distribute booklets to post offices before October 13, 1999.
Additional Supply
Post offices requiring additional booklets must requisition them from their designated SDOs or SDNs using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17. For filling supplemental orders, all APDs and SDNs will receive 450,000 booklets, except for the Denver, CO, APD, which will receive 193,500 booklets.
Philatelic Requirement
SDOs and SDNs with authorized philatelic centers will not receive an automatic distribution of their standard philatelic quantity of these convertible self-adhesive booklets for subsequent automatic distribution to each philatelic center.
