Art / Artist Acrylic painting of a Northern Pintail Duck by Robert Hautman from Delano, MN. The duck is swimming on a pond with reeds in the background which casts a green glow to the water. Bob gives credit to his mother for his early artistic development and her encouragement in the arts. Bob's outstanding achievements (in addition to the 2001 Federal duck stamp) also include the 2001 New Jersey duck stamp(NJ18), 2001 Minnesota duck stamp (MN25), 1999 Texas duck stamp(TX19), the 1999 SCWA stamp, 1997 Federal Duck Stamp (RW64), the 1995 Minnesota Pheasant Stamp, the 1992 (MN16) and 1998 (MN12) Minnesota State Duck Stamp, and the 1989 Nevada State Duck Stamp. Other honors include the Ducks Unlimited Flyway artist in 1996 and the featured artist at the prestigious Michigan Wildlife art show in 1990. Bob was the second place winner in the 1994 contest when his brother Jim won with a pair of mallards depicted on the 1995 stamp, and brother Joe was third.

The $15 Migratory Bird Hunting and Conservation stamp for the 2002–2003 hunting season goes on sale nationwide July 1, 2002, and will remain on sale through June 30, 2003. The Department of the Interior will formally issue the stamp at the National Postal Museum in Washington, DC, on June 30, 2002.

The Migratory Bird Hunting and Conservation stamp will be issued in two formats — the traditional gummed version and a self-adhesive federal duck stamp single. The stamp size of the self-adhesive version is the same size as the gummed version and can be peeled from its carrier sheet, which is the size of U.S. paper currency and fits easily in cash drawers.

Postmasters should order enough of Items 332500 and 332600 to meet the expected appreciable demand for this item by stamp collectors, conservationists, and hunters.

Distribution:

Postmasters should order enough of Item Number 332500 and 302600 to meet the expected appreciable demand for this item by stamp collectors and the general public. customer demand, the minimum ordering quantity for both formats is five stamps. However, when practical, postmasters should order full panes of 20 stamps for the gummed version. Postmasters should review their records to determine the average number of Migratory Bird Hunting and Conservation stamps sold and use this information to determine the appropriate number of the 2002–2003 stamps to requisition, rounded up to multiples of five or 20 stamps.

Postmasters must immediately send a separate PS Form 17, Stamp Requisition, to their stamp distribution offices (SDOs) for enough Migratory Bird Hunting and Conservation stamps (self-adhesive version, Item Number 332600, and/or gummed version, Item Number 332500) to last until February 29, 2003. If the initial supply is exhausted before February 29, 2003, postmasters must requisition an additional supply. Postmasters with philatelic centers should order both formats and have them available to meet philatelic demand. Postmasters must ensure that Migratory Bird Hunting and Conservation stamps are available to meet public demand.

Stamp Distribution Offices.

SDOs will receive automatic distributions of both Item 332500 and Item 332600 in quantities equivalent to their postmaster requisition records for the 2001-2002 Migratory Bird Hunting and Conservation stamp. Automatic distributions to SDOs are scheduled to begin May 25, 2002, and complete June 11, 2002.

SDOs requiring additional gummed stamps (Item 332500) or additional self-adhesive stamps (Item 332600) must requisition them from the designated accountable paper depository (APD) using PS Form 17, Stamp Requisition.

Hunting Regulations Pamphlets

The Department of the Interior does not automatically distribute pamphlets on hunting regulations because migratory game bird laws vary by state. Direct inquiries about hunting regulations to the state fish and wildlife agency or state department of natural resources. Do not forward to the federal U.S. Fish and Wildlife Service. Poster 3-124, Waterfowlers Attention (July 1992), is no longer available.
