Official Announcement

The Postal Service will issue 37-cent and 60-cent Love special stamps, on August 16, 2002, in Atlantic City, New Jersey. The 37-cent Love stamp is produced as a $7.40 pressure-sensitive adhesive (PSA) convertible booklet of 20 (Item 671700), and the 60-cent (2-ounce rate) Love stamp is produced as a PSA pane of 20 (Item 562800). The 60-cent Love pane of 20 may be split, and the stamps may be sold individually.

The stamps, designed by Michael Osborne, San Francisco, California, will go on sale nationwide on August 17, 2002. The stamps feature a colorful abstract design in multiple colors. The first Love stamp was issued by the Postal Service in 1973. Since that time, Love stamps have featured a wide range of subjects including flowers, animals, cherubs, and love letters, as well as abstract designs.

Note Plate B55555 was found in late October, 2002 and B66666 was found in January, 2003. B77777 was found in February.

Distribution: Item 671700, $7.40 Love, Convertible Booklet of 20 (PSA)

Stamp distribution offices (SDOs) will receive two automatic distributions of the $7.40 Love booklet of 20. Both waves are each approximately one-half the standard automatic distribution quantity for a PSA booklet. Wave 1 distribution began June 26, and will be complete July 17, 2002. Wave 2 distribution will begin September 4, and will be complete October 2, 2002. Distributions are rounded up to the nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

SDOs will make a subsequent automatic distribution to Post Offices for one-half of their standard automatic booklet distribution quantity using PS Form 3309, Advice of Shipment/ Stamp Invoice, and PS form 17, Stamp Requisition. SDOs must not distribute booklets to Post Offices before August 12, 2002.

Philatelic Requirement

Philatelic Requirement Authorized philatelic centers requiring the $7.40 Love special booklet of 20 must order Item 671700 from their designated SDO using a separate PS Form 17.

Additional Supply

Post Offices requiring additional booklets must requisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17.

Wave 1: For fulfilling supplemental orders from SDOs, San Francisco, Chicago, Memphis, and New York APDs will each receive 100,000 additional booklets, and Denver will receive 400,000 additional booklets.

Wave 2: For fulfilling supplemental orders from SDOs, San Francisco, Chicago, Memphis, and New York APDs will each receive 300,000 additional booklets, and Denver will receive 120,000 additional booklets. For fulfilling supplemental orders from APDs, the Kansas City Stamp Service Center will receive 1,000,000 additional booklets.

Sales Policy

All Post Offices must acquire and maintain a supply of each new special issue as long as customer demand exists, until inventory is depleted, or until the issue is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.
