The Postal Service™ will issue a nondenominated First-Class Mail® definitive, Forever Stamp (Liberty Bell) on April 12, 2007, in Philadelphia, Pennsylvania. The stamp, designed by Carl T. Herrman of Carlsbad, California, also goes on sale nationwide April 12, 2007. The value of the Forever Stamp (Liberty Bell) will always be the First-Class Mail single-piece 1-ounce letter rate that is in effect on the day of use (mailing), unaffected by any future rate changes. The stamp depicts the Liberty Bell, which is perhaps the most prominent and recognizable symbol associated with American independence. Over the years, the historic significance of the bell’s message has transcended our national borders, and today the Liberty Bell is an international icon of freedom. The stamp art features a computer-generated image of the Liberty Bell by nationally acclaimed artist Tom Engeman of Brunswick, Maryland. The stamp will be issued in the following nondenominated formats:

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by June 14, 2007.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by calling 800-STAMP-24 or writing to:

There are three philatelic products available for this stamp issue:
SDOs will receive two automatic distributions of the Forever Stamp (Liberty Bell) folded vending books of 20, both straight packaging (Item 676500) and crisscross packaging (Item 676511). Wave 1 shipments, which began March 1, 2007, will be completed by March 30, 2007. Wave 2 shipments, which begin April 2, 2007, will be completed by April 30, 2007. Distributions are rounded up to the nearest master carton size (4,500 books for straight; 3,000 books for crisscross).
SDOs will not make a subsequent automatic distribution to Post Offices. Only Post Offices equipped with the appropriate self-service vending machines may order Items 676500 and 676511 from their designated SDO using a separate PS Form 17. SDOs must not distribute books to Post Offices before April 6, 2007.
Authorized Post Offices that require additional books for restocking of the appropriate self-service vending machines must requisition them from their designated SDO using PS Form 17. SDOs requiring additional books must order them from the appropriate APD using PS Form 17.
For fulfilling supplemental orders from SDOs, APDs will receive additional quantities of the vendible straight books (Item 676500) and crisscross books (Item 676511).
