Official Announcement The Postal Service will issue the 32-cent Flag Over Porch stamp, in a self-adhesive coil of 100 (Item 7943) and a folded self-adhesive booklet of 20 (Item 6631) on May 21, 1996, in Washington, D.C. The stamp coils and booklet go on sale nationwide May 22, 1996. No official ceremony is planned.

Designed by Dave LaFleur of Derby, Kansas, the Flag Over Porch stamp features an American flag against a porch. The stamp has the same design as the one originally issued on April 18, 1995, but will be issued in new formats of a self-adhesive coil of 100 and a self-adhesive booklet of 20 with a folded and bound cover.

Distribution: Flag Over Porch Self-Adhesive Booklet of 20 Stamps, Item 6631

Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) with authorized philatelic centers will receive a standard automatic distribution of the Flag Over Porch self-adhesive booklet, Item 6631, for subsequent distribution to each philatelic center. SDOs and SDNs must not distribute these booklets before May 14, 1996.

Initial Supply

To obtain an initial supply of this booklet, all post offices which requisition from SDOs must immediately submit separate Forms 17 to their designated SDO. Post offices under the SDN concept must follow their normal procedures for acquiring supplies of this booklet.

Bulk Quantities

Authorized CAG A–G post offices requiring this booklet should immediately submit Form 3356, Stamp Requisition — Bulk Quantities, to the Bureau of Engraving and Printing (BEP). Requisitions must be submitted to the BEP in the standard ordering quantities: 1,500 booklets; 3,000 booklets; 4,500 booklets; and multiples of 4,500 to a maximum of 270,000 booklets per requisition.

Less-Than-Bulk Quantities

All other post offices requiring less than bulk quantities of these booklets must requisition them from their designated SDO, using a separate Form 17.
This new booklet of Flag self-adhesive stamps with two sheetlets of 10 stamps has the same design as the previous Flag self-adhesive booklet. Only the format is different. The new folded format is an addition to our existing product line and is not intended as a replacement for the current, very popular, dollar bill-sized convertible sheetlets of self-adhesive booklets. This folded format will be limited only to definitive stamp issues provided by the BEP.
