Official Announcement The Postal Service will issue a 20-stamp booklet of 32-cent Garden Flowers (Winter) commemorative stamps (Item 6624) on January 19, 1996, in Kennett Square, Pennsylvania. The booklet goes on sale nationwide January 20.

Designed by Ned Seidler of Hampton Bays, New York, the stamps feature five designs of the following colorful winter garden flowers: crocus, winter aconite, pansy, snowdrop, and anemone. These flowers are a group of the hardiest plants that grow in any part of the United States that experiences winter. This year’s booklet features the fourth season in a series of garden flowers booklets.

Distribution

All stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive their standard automatic distribution quantities for a 20-stamp booklet rounded to the nearest master carton lot size of 4,500 booklets.

SDOs and SDNs will ship to post offices their standard automatic distribution quantity, using Form 3309, Advice of Shipment/Stamp Invoice, and Form 17, Stamp Requisition. SDOs and SDNs must not distribute stamps to post offices before January 10.

Additional Supply

To obtain additional bulk quantities of these booklets, all authorized CAG A–G post offices must submit Form 3356, Stamp Requisition — Bulk Quantities, to the Bureau of Engraving and Printing (BEP). Requisitions for Item 6624 must be submitted in standard ordering quantities of 1,500 booklets; 3,000 booklets; 4,500 booklets; and multiples of 4,500 booklets, to a maximum of 135,000 booklets per requisition.

All offices requiring less-than-bulk of these booklets must requisition them from their designated SDO using separate Forms 17, Stamp Requisition, or SDN, using separate Forms 17-S, Stamp Distribution Network Stamp Requisition.

Philatelic Requirement

Post offices with authorized philatelic centers will receive their standard quantities for a standard 20-stamp booklet to provide subsequent automatic distribution to each philatelic center.

Sales Policy

All post offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists or until the stamp is officially withdrawn from sale, generally 1 year from the date of issue. If supplies run low, post offices must reorder additional quantities through their normal ordering procedures.
